Europeans want ties with Cuba
The note explains that the common EU position towards Havana has set conditions that have hindered good relations and necessary dialogue with the island.
It noted that attitude impacts in the UN Human Rights Commission, the integration of Cuba to the Cotonou Convention plus EU-US cooperation and negotiation regarding extraterritorial laws such as Helms-Burton.
To cement the strategic association among Europe, Latin America and the Caribbean, the text adds that it is necessary to strengthen a politically respectful dialogue with all nations, especially Cuba.
The letter emphasizes that the meeting among EU foreign ministers is an opportunity for the body to renew political dialogue with Havana and boost a cooperation strategy free of foreign policy interests.
